The Framework
Overview
The Saint Paul on the Mississippi Development Framework is the product of a three-year process to draft a vision for Saint Paul involving thousands of people from all sectors of the community. The nationally acclaimed and award-winning Framework is not a plan or a study. It is a vision built on tenets of city building and guiding principle that celebrate Saint Paul’s unique sense of place. To ensure the vision is achieved, the Riverfront Corporation and its principal partners – the City of Saint Paul, Saint Paul Port Authority and Capital City Partnership – have made a formal long-term commitment to work together on the city’s redevelopment as embodied in the Framework.
The vision is a system of interconnected urban villages nestled in the lush green of a reforested river valley. It is a vibrant downtown where people will want to live, work and play. The vision recognizes the intricate and delicate interdependence of economic, community and environmental issues. Although it requires considerable commitment, this is a sustainable vision for Saint Paul. Its realization requires an effective and comprehensive approach, backed by strategies that address an extremely broad array of issues .
