Urban Structure: Land Use and Built Form The central land use strategy capitalizes on a new relationship between downtown and the river by creating opportunities for a more diverse mix of uses and encouraging a greater number of people to live and work downtown. In terms of built form, the Framework seeks to achieve a more hospitable, legible and "extroverted" city in which people feel comfortable exploring and using to the fullest. This extroversion is encouraged at several scales - city edge, block, street face and building. A related goal is to create balanced and incremental growth that reinforces and consolidates a fine-grained urban fabric.
