The Upper Landing presents one of the most significant opportunities to reconnect the Mississippi to the downtown core. Chapter 5 The Capitol-Mississippi Crescent The Framework approaches the downtown as a series of precincts roughly defined by prominent features, amenities and/or geographic boundaries. When the precincts are combined, the major initiatives already underway within them, and the connecting links between them, form an observable pattern, a kind of "fertile crescent." It is primed to be a major focus of investment in Saint Paul, extending from the Capitol to the Upper Landing to Harriet Island, and on to the West Side.
